Intervention logic: From vision to strategy

To develop a regional hydrogen strategy, the IRENA methodology for green hydrogen policy making is recommended. This intervention methodology was originally created as a guide for the drafting process of national hydrogen strategies. However, it can also be adapted – to a large extent – at subnational levels.

FROM VISION TO STRATEGY STEPS

Step 1: Vision document

In this document, the regional or local administration addresses the fundamental questions and assumptions for its hydrogen ambitions: Why?”, Why hydrogen?”, Why in our region?”, “What do we still need to explore?”, “Which knowledge and expertise is missing in our administration in the field of hydrogen?” etc.
This document or vision should be the cornerstone for further engagement with the topic. At this point, it is recommended that public-private partnership consultations be incorporated into the process.

The hydrogen roadmap is a general planning instrument which sets out the necessary activities to gain better understanding for the real potential of hydrogen in the region.
The roadmap defines the priority application(s) of hydrogen in the region, the activities and short-term actions. for rolling-out concrete hydrogen projects in the area.

The regional hydrogen strategy is the policy document defining clearcut targets and goals of the green hydrogen policy. It also harmonizes the policy goals of different policy fields, especially energy and climate policy goals as well as economic development and infrastructure policies. The strategy also defines enabling legislation and instruments necessary to reach the hydrogen policy goals.
